This page presents a summary of the major milestones achieved to date and the milestones that will be achieved between now and the onset of construction activity.As is the case with any project of this magnitude, there are multiple levels of review at the state and federal levels, and the outline below is subject to change. Winter 2009/2010
- Presidential Permit application made to the U.S. Department of Energy - Filed January 2010
- Initial Article VII application made to New York State Public Service Commission (PSC) - Filed March 2010
- First public meetings held along the route - 5 public meetings completed by May 2010
- Marine Route Survey completed - July 2010
- Federal review process begins - 7 public meetings completed by July 2010
- Federal Energy Regulatory Commission authorizes the project to charge negotiated rates - Granted July 2010
- Article VII application completeness determination - Issued August 2010
- Application made to the U.S. Army Corps of Engineers and the New York Department of State for federal permits and reviews, including "coastal zone consistency"
- Article VII hearings commence - 5 public meetings completed by November 2010
- Article VII settlement meetings commence
- New York Independent System Operator approval of Project's System Reliability Impact Study - granted March 2011
- New York Department of State determines that Project conforms to State's Coastal Zone Management Program - June 2011
- Joint Proposal Settlement negotiations
- Joint Proposal of Settlement filed February 24th
- Federal applications supplemented to reflect Joint Proposal February.
- PSC holds public hearings on Joint Proposal throughout April
- DOE opens additional 45 day comment period
- PSC evidentiary hearings on Joint Proposal held July 18-20
- Final briefs submitted in Article VII process on September 7
- Second Marine Route Survey Completed – November 2012
- ALJ Recommended Decision issued in the Article VII Proceeding
- PSC issues Water Quality Certificate on Jan 18th, 2013
- Article VII Certificate of Environmental Compatibility and Public Need issued by the PSC on April 18
- New York Independent System Operator accepts Astoria-Rainey Cable as elective system upgrade facility.
- Federal Draft Environmental Impact Statement (EIS) to be released
- Public Comment on Draft EIS
- Army Corps Application Deemed Complete
- Final EIS issued
- Presidential Permit to be Issued
